About the role

The Case Costing Specialist is responsible for leading and supporting the integrity, governance, and strategic use of case costing data, including Ontario Case Costing (OCC) submissions. Acting as a subject matter expert, the role ensures accurate collection, validation, and integration of financial, clinical, and utilization data in compliance with Ministry of Health standards. This position provides leadership in case costing methodology, data quality, and performance analytics, and plays a key role in supporting operational decision‑making and benchmarking. The Specialist leads the Utilization Resource Management Committee, facilitating cross‑functional engagement to improve data quality, utilization practice, and cost efficiency across the organization.

Key Responsibilities:

Case Costing Program Management and Data Integrity Lead and coordinate the Ontario Case Costing (OCC) program, including data collection, validation, reconciliation, and reporting. Accountable for the successful annual OCC submission, ensures compliance with Ministry requirements and audit readiness. Maintain and continuously improve costing methodologies, allocation frameworks, and pricing models. Ensure the integrity, accuracy, and alignment of financial, clinical, and utilization data across all source systems. Identify, investigate, and resolve data discrepancies, implementing sustainable solutions to address root causes. Utilization Management, Reporting and Stakeholder Engagement Lead the Utilization Resource Management committee, including agenda setting, facilitation, and follow-up actions. Present case costing and utilization data (e.g. cost per case, trends, variances) into clear, actionable insights for clinical and operational leadership. Partner with clinical stakeholders to identify opportunities to improve utilization, efficiency, and cost effectiveness. Influence decision-making through effective communication of financial and utilization insights. Develop and deliver regular and ad hoc reporting to support strategic planning and performance monitoring. Collaborate with The Ottawa Hospital (TOH) partners (e.g. coding and case costing teams) to align methodologies and resolve data issues. Act as the subject matter expert on case costing and utilization of data, providing guidance, education and support to stakeholders. Process Improvement, Systems and Strategic Support Lead initiatives to enhance data quality, system integration, and reporting efficiency across the case costing environment. Oversee the design, implementation, and optimization of data extracts and interfaces between source systems and case costing tools. Develop and maintain policies, procedures, and internal controls to ensure ongoing data integrity and compliance. Support strategic initiatives, funding analysis, and ad hoc projects through advanced analytics and insights. Monitor Ministry updates and industry best practices, recommending and implementing improvements to methodologies and processes.

Qualifications: Bachelor's degree in Finance, Health Administration, Health Information, Data/Information Systems, or related fields. Minimum 5 years of progressive experience in hospital finance, decision support, and/or case costing. Demonstrated expertise with Ontario Case Costing (OCC) methodologies, including application of Ministry of Health case costing guidelines. Strong knowledge of hospital data sources and datasets (MIS, DAD, NACRS, ADT) and their use in financial and clinical analysis. Advanced analytical skills with the ability to interpret complex financial, statistical, and clinical data. Proven ability to translate data into clear, actionable insights to support decision-making. Strong stakeholder engagement skills, with the ability to influence and collaborate with clinical and operational leaders. Effective facilitation and presentation skills, including leading discussions at committees or working groups. Experience with process improvement and change management initiatives. High level of attention to detail with a strong focus on data accuracy and integrity.
