Position Purpose:
This role will appeal to an individual with an interest in project budgeting and planning stakeholder management and strategic thinking and who is looking for an opportunity to work in a highly technical and complex project environment, including Public-Private Partnerships (P3).
Please note, this is not an Accountant, Financial Analyst, Engineering, or technical specialist role. This position focuses more on Program Development in terms of being a key player in the implementation of budgeting policies and programs.
What You Will Do:
- Provide budget development and oversight for projects and programs across the IO portfolio.
- Present project budgets and recommendations to Director level team members and clients.
- Implement changes and improvements to operational reporting for IO-led projects and programs with respect to budget information through the development of templates, guidelines, governance frameworks, and change methodologies.
- Lead the development and implementation of processes, procedures, and policies relevant to strategic and continuous improvement initiatives.
- Work directly with clients, capital delivery teams, and internal and external Subject Matter Experts to assess and provide strategic advice on capital planning, with a focus on budgeting practices, budget governance frameworks, and project-level budget considerations for both P3 and non P3 projects.
- Provide recommendations on the project budget planning process to internal and external stakeholders, while managing a fast-paced environment with high priority requests. Deliverables require strategic thinking and the ability to communicate complex project requirements to high-level decision makers in a succinct and understandable manner.
Who You Are:
- Professional work experience related to strategic planning, budgeting, and/or budget governance.
- Professional work experience working in a matrix environment and/or in a leadership position.
- Ability to effectively exercise judgement and use qualitative and quantitative analysis of complex comprehensive data/information to support decision-making and issue resolution in a concise and easily digestible manner for a non-financial audience.
- Excellent communicator with the ability to synthesize large volumes of information, explain results, and convey ideas to non-subject matter experts.
- Familiarity with project management principles (PMP, or working towards, is a plus).
- Stakeholder management experience with the ability to develop strong working relationships across internal and external teams and provide actionable advice across a range of projects/portfolios.

We offer a competitive salary range of $112,200 to $137,200 (P5 level), pay will align with skills, knowledge and experience of the candidate.
