Position title: Vice President, Safety, Security and Operations

Reports to: Director General and CEO

Location: Montreal, Canada

Summary

The Vice President Safety, Security and Operations represents ACI World and member airports' interests with ICAO and other organizations both at a strategic and subject-matter expertise level on all matters related to aviation safety, security, facilitation, airport IT, slots and capacity, and overall airport operations. He/she sets the strategy for and leads the Safety, Security and Operations Team covering all operations policy topics addressed across ACI's activities. He/she oversees the four operations Standing Committees including the Safety and Technical, the Security, the Airport IT, the Facilitation and Services Standing Committees and the Expert Group on Slots. In this regard, he/she works closely with airport members and liaises with ACI Regions to formulate and deliver strategies, policies and positions, as well as support the implementation at a local level.

Primary Responsibilities:

  • Safety, Security and Operations Team Leadership: lead and manage the Team through the establishment of long term strategic initiatives, development and execution of a yearly work plan, coordination of activities across the other ACI departments, creating synergies with other strategic initiatives and ensuring implementation of actions to support ACI and the needs of members.

  • Representing ACI at ICAO:
  • Coordinate across ACI including Regions to inform members of current and upcoming issues and developing a common position to present to ICAO.
  • Represent ACI as the nominated Observer to the Air Navigation Position (ACI), including preparation of comments and positions as required on ICAO papers, prior to commission meetings.
  • Provide technical support to the ACI Observer to the ICAO Council and to those representing ACI at other ICAO meetings and Conferences in the broader fields of operations and airport technical affairs.
  • Attend meetings and report back as required on ICAO Panels, Working Groups and with the ICAO Secretariat.
  • Develop positions and strategies to address emerging airport issues, across the operations and technical domains but also when appropriate across into other areas such as sustainability or economic policy.
  • Draft Working Papers for ICAO meetings, to pursue ACI objectives and respond to ICAO programmes.
  • Carry out other duties as assigned.

  • ACI World Standing Committees:
  • Ensure the overall coordination of the activities and workplans of the World Standing Committees under the responsibility of the SSO Team.
  • Work with the Committee Secretaries to develop and deliver the annual workplans and ensure appropriate policy and strategy development by the committees.
  • Support the Committee Secretaries in the management of the committees, and where appropriate participate in the activities of the committees, with a specific focus on strategic coordination with the committee leadership.
  • Coordinate appropriate reporting of committee affairs to the World Governing Board, including the validation of policy and strategic initiatives of relevance.
  • Provide strategic level support to the Expert Group on Slots and other relevant activities related to the slots and capacity allocation at airports portfolio.

  • Support to the Director General: Provide strategic advice and input to the Director General on operations policy matters and formulate relevant positions and documentation for the ACI World Governing Board on the range of topics covered by the Safety, Security and Operations Team.

  • International aviation organizations: represent ACI at and work with key aviation industry organisations such as ASA, IATA, ICCAIA, CANSO, Flight Safety Foundation, IFALPA, IFATCA, etc
  • Support to ACI programmes: Assist other ACI departments and staff in providing strategic guidance on the development of programmes and services as appropriate.
  • Liaison with Regional Offices: liaise with staff in the Regional Offices on relevant topics, and when necessary attend ACI Regional Committees and Forums.
  • Industry representation: Represent ACI in relevant industry events and fora, with the intention of advancing ACI's advocacy positions and policies or collaborating with entities across the industry in support of strategic initiatives and the members needs.
  • ACI Events and Communications: provide specialised inputs to ACI's events and conferences and support ACI communication efforts in making complex technical issues easily understood, relevant and applicable to all audiences.

Education, Experience, Technical knowledge, Skills and Abilities

  • University degree in a business or technical subject such as engineering, design, planning, preferably aviation oriented
  • At least 7 to 10 years experience working for an airport operator in airport safety, security, facilitation, operations, airfield design or master-planning and development
  • Experience of working with ICAO and/or other aviation related regulatory bodies and organisations
  • Excellent written and spoken English with working knowledge of other languages (e.g. French and/or Spanish)
  • Pro-active, collegial, tactful, diplomatic and discreet in all dealings
  • Ability to work in a service-orientated culture, delivering excellent service levels to ACI members
  • Excellent computer skills (Microsoft Office suite)
  • Ability to communicate in a proactive, welcoming, effective and dynamic manner
  • Comfortable in public speaking and making presentations

Desirables include:

  • Aviation or airport related professional qualification
  • Understanding and knowledge of ICAO as an organisation as well as the ICAO Annexes and related documentation
  • Experience in or understanding of the overall air transport system, including navigation systems, airlines, and ATC, etc.
  • Experience in or understanding of airport safety and/or security management systems including SMS or SeMS processes
  • Experience in or understanding of airport collaborative decision making and total airport management principles
  • Experience in or understanding of emergency preparedness and/or contingency planning
  • Experience in or understanding of safety auditing and/or inspection
  • Experience as an instructor or presenter
