The Finance Manager's key areas of involvement include:

  • Providing financial, business, advisory and consultative services to assigned Senior Executive members and their portfolio(s);
  • Leading the portfolio by developing their operating budgets and providing resource allocation recommendations to the Executive Members and their senior staff;
  • Reviewing, evaluating, reporting and forecasting financial performance and providing recommendations to ensure the portfolio is consistent with Fraser Health's financial mandates and objectives.

Build on your career experience as you:

  • Direct the development of the portfolio's annual operating budget for existing, new and/or expanded programs;
  • Provide financial and statistical/workload performance analysis for the portfolio and formulate reports for both internal and external (Ministry of Health) use;
  • Draft the Portfolio Quarterly Financial & Workload Report for your assigned Executive Member(s);
  • Collaborate with the Executive Member(s) to ensure that the portfolio's budgeting and resource decisions are consistent with Fraser Health's goals and objectives;
  • Develop and implement an annual operating and capital budget for the assigned area of responsibility while responsible for reviewing expenditures, variance analysis and reporting;
  • Participate, plan and implement a quality assurance program to ensure a high level of client satisfaction and identifying any gaps in service and areas for improvement;
  • Represent Fraser Health by participating on internal and external committees, organizations and advisory activities.

  • A professional accounting designation
  • Five (5) to seven (7) years' recent related financial accounting experience in a large, complex healthcare environment

An equivalent combination of education, training and experience may be considered.

Your professional/technical capabilities will include:

  • Knowledge of Generally Accepted Accounting principles (GAAP) and other related accounting procedures/principles
  • Leading, planning, directing and implementing processes
  • Identifying, planning and directing work assignments
  • Supervising and providing direction to others
  • Developing and maintaining rapport with both internal and external partners

This is a Regular Full Time position in our Financial Planning team and is located at our Central City offices in Surrey, B.C. - convenient to rapid transit options.

Detailed Overview

Supporting the Vision, Values, Purpose and Commitments of Fraser Health including service delivery that is centered around patients/clients/residents and families:

Provides financial, business, advisory and consultative services to assigned Senior Executive members and their portfolio(s); leads the portfolio by developing their operating budgets and providing resource allocation recommendations to the Executive Members and their senior staff; supports the portfolio by monitoring, evaluating, reporting and forecasting financial performance and provides recommendations to ensure the portfolio is consistent with Fraser Health's (FH) financial goals and objectives.


Responsibilities

  1. Provides financial, business, advisory and consultative services to assigned portfolio(s) including business case development and performance analysis; acts as a resource to assigned clients by attending client meetings and providing information on budgeting and responsibility reporting.
  2. Directs the development of the portfolio's annual operating budget for existing, new and/or expanded programs; provides reporting and analysis of financial status of the portfolio.
  3. Provides financial and statistical/workload performance analysis for the portfolio(s) by preparing and submitting forecasts, looking at past performance, identifying potential problem areas and recommending options for corrective action consistent with Generally Accepted Accounting Principles (GAAP) and FH's financial goals, objectives and standards.
  4. Drafts the Portfolio Quarterly Financial & Workload Report for their assigned Executive Member(s) and acts as the primary contact regarding accounting or financial queries such as MIS Chart of Account interpretation for the portfolio(s).
  5. Manages the recruitment, mentoring, selection and professional development of assigned staff; supervises designated staff, determines staff schedules, provides work direction and assignment of duties to meet operational requirements; conducts employee performance reviews, coaching sessions and the facilitation of goal setting with the employee including the identification of educational/training requirements; implements employee discipline up to and including termination, where necessary.
  6. Collaborates with the Executive Member(s) to ensure that the portfolio's budgeting and resource decisions are consistent with FH's goals and objectives by developing financial policies and systems to reflect the portfolio's unique circumstances.
  7. Informs the portfolio of financial portfolio and systems changes; ensures that the Director is aware of all significant events, situation and/or trends within the assigned portfolio(s).
  8. Develop, maintains and provides status reports on the implementation of financial plans and budgets for the assigned portfolio(s) by compiling budget information, financial data and analyzing portfolio performance by working collaboratively and maintaining effective working relationships with other Finance team members.
  9. Develops and implements an annual operating and capital budget for the assigned area of responsibility; responsible for monitoring expenditures, variance analysis and reporting; implements corrective action as required.
  10. Participates, plans and implements a quality assurance program to ensure a high level of client satisfaction and to identify any gaps in service and area(s) for improvement; reviews information and implements corrective action as required to meet operational, financial, departmental, legislative and statutory requirements.
  11. Represents FH by participating on internal and external committees, organizations and advisory activities, as assigned.

Qualifications

Education and Experience

CPA professional accounting designation. Five (5) to seven (7) years' recent related financial accounting experience in a large, complex healthcare environment, or an equivalent combination of education, training and experience.
