Job Description: Department Overview Enterprise Treasury Operational Risk Management (Treasury ORM) is an independent second line of defense function within Treasury Risk. The team provides operational risk oversight and effective challenge across Enterprise Treasury, including Liquidity Management, Asset Liability Management, Capital Management, Funding, Investment Portfolio, Recovery and Resolution Planning, and Data Management. Treasury ORM works with Treasury management and control functions to support the effective identification, assessment, monitoring, and mitigation of operational risks. The team fulfills 2A accountabilities under the operational risk framework, provides independent challenge, and supports informed decision-making through risk insights, analytics, governance, and reporting. Job Description The Manager, Treasury Operational Risk Management, provides independent operational risk oversight and challenge to Enterprise Treasury. The successful candidate will leverage operational risk expertise, Treasury business knowledge, and strong analytical capabilities to assess risks, evaluate control effectiveness, identify emerging risk themes, and support risk governance activities. Key Accountabilities Execute second line oversight responsibilities in support of the Three Lines of Defense model. Provide independent challenge of Treasury operational risk management activities, including risk assessments, key indicators, issues management, change initiatives, and governance processes. Review and challenge Treasury risk and control assessments, remediation plans, control effectiveness evaluations, and related risk management documentation. Assess operational risk implications associated with strategic initiatives, technology implementations, process changes, data initiatives, and regulatory programs impacting Treasury. Monitor and analyze operational risk trends, emerging risks, control performance, and issue themes to identify areas requiring management attention. Support the development of risk reporting, dashboards, management information, and presentations for senior management and governance committees. Lead risk reviews and deep-dive assessments to evaluate the effectiveness of controls and risk mitigation activities. Provide guidance and subject matter expertise on operational risk frameworks, policies, standards, and industry best practices. Build strong partnerships with Treasury, Risk, Technology, Compliance, Audit, and other control functions while maintaining independence of oversight. Escalate significant risks, control concerns, or emerging issues as appropriate. Contribute to operational risk program enhancements, regulatory initiatives, and special projects as required. Maintain awareness of evolving regulatory expectations, Treasury developments, emerging technologies, and operational risk industry practices. Job Requirements Education & Experience Undergraduate degree in Business, Finance, Economics, Accounting, Risk Management, Information Systems, or a related discipline. 7+ years of experience in Operational Risk Management, Treasury, Audit, Compliance, Risk Management, or a related control function within a financial institution. Experience working in, or supporting, Treasury, Capital Markets, Liquidity Risk, Funding, Balance Sheet Management, or related functions is considered an asset. Professional designation (CPA, CFA, FRM, CRM, PRM) is an asset. Knowledge & Skills Strong understanding of Operational Risk Management frameworks, policies, standards, and governance practices. Knowledge of Treasury activities, including liquidity, funding, balance sheet management, capital management, recovery and resolution planning, and associated operational risks. Ability to provide independent challenge while maintaining constructive relationships with stakeholders. Strong analytical and critical thinking skills, with the ability to assess complex risk and control environments. Experience reviewing risk assessments, issues, action plans, key indicators, and governance reporting. Ability to interpret data, identify trends, and develop meaningful risk insights and recommendations. Experience supporting change initiatives, transformation programs, regulatory deliverables, or process improvement efforts. Strong presentation, report-writing, and communication skills with the ability to influence senior stakeholders. Proficiency in Microsoft Office applications and experience with data visualization and reporting tools (Power BI, Tableau, or similar) is preferred. Ability to manage multiple priorities in a fast-paced environment while exercising sound judgment and maintaining attention to detail. Demonstrated ability to work independently, collaborate across functions, and build effective relationships.
