As Senior Advisor, Financial Health & Accountability, you will provide direction, support and guidance in the development of funding allocations, related contract and performance management of the LHIN health service providers. You will provide expert Health System Funding Reform (HSFR) knowledge and technical analysis of complex models, as well as develop tools and methodologies to assess funding plans required to meet the short and long term needs. In this role, you will also collaborate with a variety of internal and external stakeholders to provide financial related expertise and recommendations in the preparation and analysis of business cases, capital initiatives and improvement projects.

KEY RESPONSIBILITIES

  • Leads the annual accountability agreement process, including establishment of guiding principles, negotiation of volumes and outcomes with health service providers in conjunction with funding allocations and in accordance with ministry and the LHIN directives.
  • Leads quarterly health service provider reviews, using appropriate methods to monitor and evaluate performance, including financial, statistical and service quality that enhances accountability, ensuring alignment with Ontario Healthcare Reporting Standards (OHRS) guidelines, the LHIN integrated health service plans and annual business plans.
  • Synthesizes complex data and translates it into meaningful, relevant information for decision-making at all levels of the organization.
  • Provides expert Health System Funding Reform (HSFR) knowledge, which includes both the Health Based Allocation Model (HBAM) and Quality Based Procedures (QBP).
  • Responsible to monitor funding and financial management related issues of health service providers, using performance indicators and benchmarks to identify risks and opportunities for improvement, including issue management and escalation process.
  • Collaborates and provides guidance for preparation of business cases, briefing notes, capital projects, and other specific projects, as assigned.
  • Acts as a team player to support initiatives of the Financial, Health and Accountability team and as a change agent in partnership with clinical and support programs within the LHIN.
  • Participates on the LHIN's stakeholder groups such as Health System Funding Reform Local Partnership, and Community Sector Advisory Group, and leads working groups, as required.
  • Provides internal educational training or ad-hoc presentations, as required.
  • Develops collaborative relationships with ministry, other LHINs and health care providers.
  • Performs other duties, as required.

Your qualifications and experience will include:

  • University degree in business, accounting and/or finance.
  • Chartered Professional Accountant designation (CPA) or actively pursuing, preferred.
  • Five (5) years' financial management experience in a health care sector organization.
  • Demonstrated experience performing financial analyses and critical evaluations of complex financial programs.
  • Proven leadership experience with operational or strategic decision-making related to program funding.
  • In-depth understanding of the health care system, its stakeholders, programs and issues.
  • Solid understanding of provincial funding models in use across one or more health care sectors (HBAM, QBP, PCOP) and familiarity with government financial processes, policies and standards.
  • Experience in risk management and demonstrated capacity to identify and respond quickly to emerging issues and priorities.
  • Working knowledge of provincial financial, clinical and administrative data sets (e.g., DAD, NACRS, NRS, CCRS, HCDB, OMHRS, WTIS, OCDM, HIT, Community sector data).
  • Proficiency in French, an asset.
